What is CHIP?

CHIP is the Children's Health Insurance Program of Alabama. CHIP offers comprehensive healthcare coverage through ALL Kids and ALL Babies. Both ALL Kids and ALL Babies use Blue Cross Blue Shield of Alabama to provide services through their preferred provider network (PPO). CHIP is administered by the Alabama Department of Public Health.

ALL Kids is low-cost, comprehensive healthcare coverage for eligible children under age 19. Benefits include regular checkups and immunizations, sick child doctor visits, prescriptions, vision and dental care, hospitalization, mental health and substance abuse services, and much more. 

ALL Babies is low-cost, comprehensive healthcare coverage for eligible pregnant women who reside in an eligible county. This new coverage option is available to pregnant women and their unborn children in an effort to improve health outcomes. Benefits include regular checkups and immunizations, doctor visits, prescriptions, vision and dental care, hospitalization, mental health and substance abuse services, and much more.

What Does a "CHIP Public Health Social Worker, Supervisor" Do?

The major purpose of the "CHIP Public Health Social Worker, Supervisor" is to provide supervision and direction to Outreach Staff who identify uninsured children and pregnant women in Alabama and facilitate completion of the application process. This position will provide general supervision of Outreach and Education to school systems, providers, community resource agencies, and other venues that include the target population, covering a multi-county area. The CHIP Outreach Supervisor:

  • Provides professional and administrative supervision of CHIP Outreach Workers.
  • Provides direction and supervision to Outreach Staff who provide Outreach, Public Health Education, and enrollment assistance service to prospective clients and parent of clients.
  • Coordinates with groups and Community Based Organizations to promote CHIP Outreach, develops strategies to identify potential enrollees, and provides supervision to Outreach Workers who do this regionally.
  • Provides Social Work consultation for educational materials used for CHIP Outreach which are sensitive to cultural norms.
  • Consults with Outreach Director to develop work strategies sensitive to cultural norms.
  • Reviews Outreach Reports and documentation of Outreach contacts submitted by Outreach Workers for accuracy and completeness.
  • Fields complaints from providers concerning covered services and reimbursement and from clients and parents of clients concerning covered services and enrollment.
  • Responds to emergency and disaster assignments when called to duty.

What Does a "CHIP Public Health Social Worker, Senior" Do?

The major purpose of the "CHIP Public Health Social Worker, Senior" ALL Kids Outreach Worker is to identify uninsured children and pregnant women in Alabama and facilitate completion of the application process. This position will provide general Outreach and Education to school systems, providers, community resource agencies and other venues that include the target population, covering a multi-county area. The CHIP Outreach Worker:

  • Provides Outreach, Public Health Education and enrollment assistance while working independently with routine supervision.
  • Conducts Outreach and Public Health Education, including public speaking and training events.
  • Coordinates at the regional level with groups and Community Based Organizations to promote CHIP.
  • Provides Social Work consultation for educational materials used for CHIP Outreach.
  • In consultation with the Outreach Supervisor, develops work strategies sensitive to cultural norms.
  • Documents, maintains and submits work summaries and activities using the monthly activity report and attends and participates in CHIP trainings and meetings.
  • Responds to emergency and disaster assignments when called to duty.

What Does a "CHIP Administrative Assistant II" Do?

The "CHIP Administrative Support Assistant II" (ASA II) provides advanced and/or supervisory office support work involving a variety of tasks and work methods. Employees in this class are responsible for making decisions and solving problems utilizing their knowledge of the activities, practices, and applicable functions, rules, and regulations in CHIP. The CHIP ASA II:

  • Communicates with applicants, potential applicants, and/or other agencies by telephone, fax, or other means so supporting documentation and/or additional information, if necessary, is gathered.
  • Date stamps, batches, files, and pulls daily received mail (faxes, pending, apps) in a timely manner to ensure adequate review and/or processing for eligibility determinations.
  • Files application folders and/or correspondence received for online applications and pending in appropriate file cabinets in a timely manner so files can be easily accessed by staff as needed.
  • Archives files quarterly per the CHIP Records and Retention Policy so files remain orderly, easily accessible within the department and destruction date documented correctly.
  • Maintains enrollment filing system and files check out system for application batches and refile in appropriate file cabinets in a timely manner so files are accessible by staff.
  • Responds to emergency and disaster assignments when called to duty.

What Does a "CHIP Health Insurance Assistant" Do?

A "CHIP Health Insurance Assistant" determines eligibility through application reviews of household and financial information for people applying for the ALL Kids, ALL Babies, and Alabama Medicaid programs.

  • Processes applications by applying established federal guidelines and eligibility standards for income and household size.
  • Reviews application information to ensure all household members are included in the family size.
  • Reviews application information to ensure all countable income is included in the household budget.
  • Follows up on incomplete applications by requesting additional information and/or supporting documentation.
  • Ensures appropriate coverage and enrollment period is awarded to all eligible applicants.
  • Communicates with individuals such as other employees, supervisors, clients, other agencies or the general public via phone, mail, email, and in person.
  • Maintains accurate records of all applications and notes of all client contacts.
  • Gives basic information to applicants about the ALL Kids and ALL Babies programs.
  • Other duties as assigned by supervisor.

What Are The Qualifications?

  • A high school diploma or GED.
  • One year of health insurance experience such as reviewing client applications to determine eligibility, updating client information, responding to client questions with a large company or branch of government such as a city, county, or state.
